South-South Learning: Global Forest Observations Initiative for MRV

The regional reducing emissions from deforestation and forest degradation (REDD+) initiative of the International Centre for Integrated Mountain Development (ICIMOD) is working with ICIMOD regional member countries (RMCs) to support them in their REDD readiness phase. The focus of REDD+ collaboration is capacity development and technical assistance through the implementation of the South-South learning platform in the region.

ICIMOD also serves as a regional hub of SERVIR for the Hindu Kush Himalaya, a joint development initiative of the National Aeronautics and Space Administration (NASA) and the United States Agency for International Development (USAID). SERVIR works in partnership with leading regional organizations around the globe to provide satellite-based earth observation data and science applications to improve environmental management and resilience to the impacts of climate change by developing the capacity of government agencies, institutions, and other key stakeholders to use and integrate geospatial information and technology into their decision-making processes. SERVIR has been partnering with SilvaCarbon initiatives and the Global Forest Observations Initiative (GFOI) to leverage its capacity building efforts.

GFOI has been established as an international partnership on forest monitoring, and measurement, reporting and verification (MRV) issues for REDD+. GFOI brings together a community of international experts, donors, and specialist organizations, and provides a forum for them to consolidate their considerable resources into a more holistic and specialized package of support for REDD+ countries. GFOI is currently conducting a series of train the trainer workshops with a range of REDD+ related guidance and training material with the aim of enabling participants to further disseminate the knowledge and insights gained to and train other relevant people who are involved in REDD+ monitoring and reporting in their country, in order to further build their capacities.

GFOI has also developed an overarching application called REDDCompass, which links available training products in an easy to follow workflow approach, accompanying countries all the way through the otherwise complex process of developing these systems and capacities. REDDCompass is a web-based application which enables users to progressively work through the key themes, concepts and actions of REDD+ National Forest Monitoring Systems (NFMS) for MRV, gaining access to a suite of GFOI methods and guidance, space data resources, training materials, and tools along the way. Objectives

As part of the South-South leaning cooperation platform, this workshop aims to build on the broader GFOI ‘train the trainer’ workshops by conducting an in-depth, hands-on development session for regional REDD experts through REDDCompass. The aim of the workshop is to introduce the REDDCompass MRV checklist to develop a priority work plan and a training programme on REDD+ for ICIMOD RMCs. This directly contributes to enhancing their capacity on MRV.

The REDDCompass portal can subsequently be utilized by ICIMOD participants to prioritize work and discuss technical, data, guidance, and training needs with REDD+ countries. It is also anticipated that participants will learn how to utilize REDDCompass to support the progress of REDD+ MRV and to share this experience with their colleagues.
